Thanks to the support of hundreds of Canadians, the resolution below was passed almost unanimously by members of the Liberal Party of Canada at its national convention on 23 February 2014. This means that a basic income pilot is now party policy, but it does not necessarily mean that a basic income pilot will be included in the party's next election platform.

In February 2016, the Ontario government committed in its budget to work with communities and stakeholders to design a basic income pilot:

"One area of research that will inform the path to comprehensive reform will be the evaluation of a Basic Income pilot. The pilot project will test a growing view at home and abroad that a basic income could build on the success of minimum wage policies and increases in child benefits by providing more consistent and predictable support in the context of today’s dynamic labour market. The pilot would also test whether a basic income would provide a more efficient way of delivering income support, strengthen the attachment to the labour force, and achieve savings in other areas, such as health care and housing supports. The government will work with communities, researchers and other stakeholders in 2016 to determine how best to design and implement a Basic Income pilot."

Basic Income Supplement: testing a dignified approach to income security for working age Canadians

WHEREAS one in eleven Canadians lives in poverty (as measured by LICO), despite the array of income security and social assistance programs provided by federal and provincial governments;

AND WHEREAS income security programs such as the National Child Benefit and the Guaranteed Income Supplement provide an income-tested base benefit to low income children and seniors, but not working age adults;

AND WHEREAS there are perverse disincentives to exiting from social assistance systems, often referred to as the “welfare wall;”

AND WHEREAS the idea of a basic income supplement for working age adults was recently endorsed by the Canadian Medical Association as a means of improving the health of low income Canadians;

AND WHEREAS there was an encouraging pilot project of a basic income supplement for working age adults conducted jointly by the Government of Manitoba and the Government of Canada in Dauphin, Manitoba, in the 1970s;

AND WHEREAS the Senate of Canada, in its 2008 report on poverty, “In from the Margins,” called for a study on the costs and benefits of a basic income supplement;

BE IT RESOLVED that the Liberal Party of Canada advocate for a federal pilot of a basic income supplement in at least one Canadian town or city, in cooperation with the appropriate provincial and municipal government(s).

As a caseworker, for 29 years, administering in Social Services and Childrens’ Services(daycare subsidy) in one of Canada’s largest cities. I have witnessed first hand how poverty crushes families. And leads to the detriments of health.

Last year Senator Art Eggleton gave a lecture here on the Social Determinants of Health, Income Disparity and the need for a Guaranteed Annual Income (GAI) for all Canadians. A Senate Committee is working on this.

If I remember correctly he said it is an all party committee.

He discussed, in detail, the report that the Senate Committee working on specifically addressing these issues.

He also discussed the Provincial Liberal report on Social Assistance Reform that MPP Rankin and Munir Sheik Frances Lankin.

We MUST get behind the Senate and fight for our impoverished citizens on a National level not just a Provincial level.

We must get behind the Senate Committee’s and back their proposal and recommendations.

The experiment began in 1974. It was designed to test the concept of a guaranteed annual income in a small, fairly typical, community. Dauphin, a rural municipality of 13,000 midway between Winnipeg and Regina, was chosen at the behest of former Manitoba premier Ed Schreyer.

The city’s low-income residents were lifted and kept out of poverty, using a negative income tax. (Canada Revenue Agency topped up their income if it fell below the poverty line.) They could use the money as they chose.

It would be the realization of a dream. Is Evelyn Forget engaged? Such an important goal! I tend left of liberal, but if they put this as party platform, I’ll cast off my orange shirt for one election at least! Too too important.

I second the commenters identifying the Guaranteed Basic Income as the most equitable, rational solution to technological advance. Demand must be stimulated, but government pork projects cannot be trusted. Instead: small cheques for all.
